City to place ATMs at municipal buildings

Agreement with Bethpage Federal Credit Union includes 50-50 split of revenue

The City Council voted unanimously at its meeting on Tuesday to install automated teller machines at various municipal buildings throughout Long Beach, part of a contract agreement with Bethpage Federal Credit Union that is expected to generate additional revenue for the city.

Bethpage Federal will furnish the ATMs, to be placed in municipal buildings and locations “in order to provide convenience for residents.” In lieu of rent, the city will receive a portion of the ATM fees that will be used to cover the cost of providing electricity and administrative fees, City Manager Jack Schnirman said.

“We will be splitting the fee [with Bethpage Federal Credit Union],” said Schnirman, adding that the agreement includes a 50-50 split of revenue.

The ATMs will be placed at various municipal locations within the city, starting with City Hall, the Recreation Center’s lobby and the Ice Arena lobby. Schnirman said after the meeting that one unit would be placed at each building, and the city will consider placing ATMs at other locations in the future based on the success of the program.

“At this point we’re looking at City Hall, the Recreation Center lobby and the Ice Arena lobby,” Schnirman said. “These are areas where residents have repeatedly requested certain services.”

The city received two requests for proposals for the initiative in April, including one from Bethpage, “for the furnishing and installation of Automated Teller Machines (ATMs) at various locations within the city, which may include but not be limited to City Hall, the Recreation Center lobby and the Ice Arena lobby …”

According to the resolution, “Bethpage Federal Credit Union submitted a proposal that will provide the city with a revenue stream, with no monthly cost outlay to the city,” aside from electricity and the Internet connection required to keep the machines running, while offering a lower ATM charge to customers.

Corporation Counsel Corey Klein said that the agreement with Bethpage Federal will be on a month-to-month basis, and the city has the option to cancel.
