Working together in the months following Hurricane Katrina, a group of southern representatives pushed through an administrative rule that allowed for the levees around New Orleans to be strengthened to such a point that raising the level of individual homes became unnecessary, and the Biggert-Waters requirements were waived. So far, however, no such waiver has been sought for the communities devastated by Sandy.
