The reasons the Engineers proposals were turned down seem rather specious to me.

A hard look at the town councils motivations would be in order. How many have real estate interests an were worried about resale?

Hoe many long beach residents really surf? What is the evidence that the Berma would impede waves? Did it happen in Lido, Pt. Lookout, or AM?

Quote from your article:

"Billy Kupferman, a member of the Long Beach Surfer’s Association and a resident of the Canals whose home was destroyed, said that those who voiced their opposition to the plan in 2006 did so in part because it would have created dangerous rip currents and did not address bay flooding, and they questioned whether the creation of a dune system was the most effective way to protect the ocean side of the island, among other issues."

WHAT IS MR. KUPFERMANS' EXPERTISE?THE CORPS IS TRULY EXPERT IN THESE MATTERS.

There is no debate. Start with the dunes and look for other answers. How about new construction standards for flood zones?
