Nevin added that Mangano has submitted three more recommendations to the Legislature since the court ruling. Asked to comment, the Legislature’s presiding officer, Norma Gonsalves, said that the appointment of the committee is “in the process.”

Nassau County Attorney John Campioli added, “We are reviewing the decision.”

But Starr said he is hopeful that McCormack’s decision will lead to an improvement in conditionals at the jail. “It’s time for the county to honor its obligations under the charter,” he said. “This isn’t a new problem.

“A jail is a uniquely local facility,” he continued. “These are our community members. This is our responsibility as a county. To me, it reflects negatively on everyone when we can’t manage a facility properly.”
