The New York Islanders have been awarded the right to develop Belmont Park, according to people close to the negotiations. A formal announcement will take place at a news conference on Wednesday, to be held at the Belmont racetrack. Gov. Mario Cuomo is slated to attend. Alyssa Garbarino’s second concussion came on a frigid Sunday afternoon when she was 17.
