The Seaford Library District will hold its annual budget vote and trustee election on April 15.

Voters will decide on a $2.2 million spending plan, a 1.53 percent increase over the current year. It would carry an equal increase in the tax levy, which is at the library’s tax cap. According to library Director Frank McKenna, the average tax bill for a homeowner would rise by about $5 per year.

Money would be set aside for additional programs, especially for teens and senior citizens, and for the purchase of more electronic books and museum passes. The budget would also fund bathroom renovations.

There are three candidates running for the seat of Eileen Montalbano, who is not seeking re-election after a decade on the Board of Trustees. The winner will receive a five-year term.

William Duggan

A life-long resident of Seaford, 53-year-old William Duggan said he would like to serve his community. He chose to run for library board because the opportunity came up with an open seat.

“I thought I could help out and do a pretty good job for people,” he said.

Duggan said he is happy about the services that the library offers. He regularly uses the library for movies, and his three kids took advantage of the children’s programs when they were younger.

The library has solid offerings for its citizens, he said, citing the summer concerts and expanding audio book collection. If elected, Duggan said he would like to keep the library moving forward.

He also wants to do more to promote the library, noting that there are a wealth of programs many people might not know about. “It’s their tax dollars at work,” he said.

On the subject of taxes, Duggan said that he wants to keep spending under control. He said Seaford residents are not in a position where they can pay much more in taxes.

Duggan has owned a towing service in Seaford for 25 years. He and his wife have three children. They have a daughter who graduated from Seaford High School last year, a daughter in 11th grade, and a son in middle school.

His favorite types of books to read are about history.
