"Topping out" party recognizes major milestone at new Heritage Westminster apartments in West Hempstead

Construction workers applied the finishing touches last week on the concrete structures of Heatherwood’s Heritage Westminster — a two-building luxury apartment complex in the heart of West Hempstead.

More than 400 community members, Heatherwood staff and construction workers gathered on April 29 in the Heritage Westminster courtyard to celebrate the last concrete pour, known as “topping out,” to complete the buildings’ structure.

“Topping out for these type of major developments is a major construction milestone,” Christopher Capece, president of Heatherwood, said. “What’s very unique about this development is that we are building two buildings simultaneously, so this is the topping out of both buildings.”

Heatherwood, a family-owned real estate business with properties across Long Island, is developing a 428-unit, nine-acre complex at 111 Hempstead Turnpike to replace a dilapidated shopping center, across from the Long Island Rail Road station, with the infusion of new residents expected to boost the local economy.

“To think of what was here before and what we now have — this big, beautiful, resort-like complex, right in the heart of Nassau County, right in the heart of the Town of Hempstead,” Nassau County Executive Bruce Blakeman said, complimenting the workers on the buildings’ progress.

“This is an amazing milestone for Heatherwood to reach, specifically on this project,” Ron Walker, senior project manager, said.

Walker thanked all those involved in the project for their assistance in putting together a vision for Heritage Westminster — from local civic associations, to the design and development teams, to the local union workers who made the building a reality.

The first apartments in Heritage Westminster will be available beginning in 2026 and completion is expected for 2027. Heatherwood officials said they are looking to make a long-term investment in the community, continuing to own and operate the $212 million development following completion.

“I’ve been doing this business for over 40 years, and I come here and I get goosebumps,” Douglas Partrick, owner of Heatherwood, said. “I’m impressed with the amount of workforce that comes here every day. Hopefully, this is for the betterment of your families and for the community here.”

The two buildings will have an array of studio, one-, two-, and three-bedroom flats and townhomes available.

“This project is exactly the antidote Long Island needs to stop driving people away because there is no place to live,” Matt Cohen, Long Island Association president and CEO, said. “The Heritage Westminster is converting an eyesore into a state-of-the-art, experiential residence, and it is a prime example of what can happen when business, government and the community partner to get something done.” 

The complex will include various amenities, such as a two-acre outdoor courtyard, an indoor/outdoor fitness center, a work-from-home space, a heated pool, outdoor barbecues and fire pits, a pickle ball court, a golf simulator, a children’s playroom, and a rooftop lounge.

“It’s a once-in-a-generation amenity package,” Capece said. “I’m incredibly proud of this development. I’ve been doing this for a long time now, and we’re going to deliver something that the whole community will be really proud of.”

The Heatherwood team has worked with the West Hempstead Community Support Association and the Chamber of Commerce while developing a vision for this project, officials said

“It has been my pleasure to work closely with the Heatherwood organization on this project since the fall of 2020,” Maureen Mahoney, the association’s president, said. “This is a huge win for West Hempstead. To have an owner-operated complex in our neighborhood, with an organization that truly cares, is just what we need in West Hempstead.”
