A state of emergency mobilizes resources to local governments that otherwise are restricted to state use only and allows the Governor to suspend laws and regulations that would impede rapid response. UPDATE: Residents were startled at the sudden flash of lightning and clap of thunder shortly before 8 p.m. on Tuesday when round two of the today's storm announced itself, bringing with it sleet and wind. Residents woke up to more than a foot of snow. the National Weather Service reports an average of 13.3 inches of snow fell on Long Island. Public school in our area are closed.
