The New York Islanders have been awarded the right to develop Belmont Park, according to people close to the negotiations. A formal announcement will take place at a news conference on Wednesday, to be held at the Belmont racetrack. Gov. Mario Cuomo is slated to attend. The Islanders were selected in a two-way contest with the New York City Football Club, a soccer franchise owned by Manchester City Football Club and the New York Yankees.
