I am a resident of the Gibson area in Valley Stream that the Federal Emergency Management Agency mandated flood insurance. I do believe that we have had that 100-year storm that FEMA officials contend would flood out our area of Valley Stream.

Hurricane Irene came and went, and while the storm took down trees and power lines, one thing it didn’t leave behind was widespread flooding in Valley Stream.

As I am certain you recall, numerous meeting, calls, symposiums and discussions were held between our federal and village officials with regard to the implemented FEMA flood maps and their impact on the Village of Valley Stream. Although it was only anecdotal, many residents made a strong case that in all their time in the village, they never had a flood — even in major storms.

Thankfully, Irene has passed through Valley Stream, hopefully without too much damage and devastation. One thing that did not happen is that there was no flooding in Gibson, where the new flood maps were effective in September 2009. Gibson Boulevard did not even have a puddle, much less a storm surge going to 11 feet, 4 inches.

For the last two years, the residents of Gibson have been told by the Federal Emergency Management Agency that their scientific conclusions based upon a study focusing on the east end of Long Island, and their historical information (which they have not disclosed) clearly indicated that a hurricane making landfall on Long Island would create a “surge” of historic proportions.

A bill passed last week by the House of Representatives could extend reduced insurance rates to thousands of Valley Stream homeowners in the Federal Emergency Management Agency’s revised high-risk flood zone.

Local officials are trying to resolve the flood map situation in Valley Stream, they stressed at a town hall-style meeting last Thursday night at Village Hall. More than 50 residents came heard from Assemblyman Brian Curran, who hosted the meeting, along with Mayor Ed Fare, Town Councilman Jim Darcy and representatives of federal officials.
